Following introductions by those present, Dr. Struthers reminded the Council that all meetings would be held in 207A Morgan this year; CGE meeting dates are all posted on-line on the CGE website:  HYPERLINK "http://www.wiu.edu/gened/about.php" http://www.wiu.edu/gened/about.php In an uncontested election, Ginny Boynton was elected to serve as CGEs secretary. Dr. Struthers announced that the 2009-10 CGE report was presented to the Senate at its August 31 meeting and was accepted as written. She thanked former chair Steve Bennett for preparing the report. A copy will be emailed to all CGE members. Dr. Struthers announced that at the same Senate meeting, History 311 (History of Flight Culture) was approved by the Senate for General Education Multicultural credit. The chair also reminded members that departmental reports on Spring 2010 and Summer 2010 General Education assessment are due to Associate Provost Judi Dallinger by 1 October 2010. Fall 2010 General Education assessment reports will be due in mid-February (specific date to be announced later). Assoc. Provost Dallinger asked for the Councils advice on whether to send a reminder to departments to conduct assessment in all sections of all General Education courses; the Council recommended that she do so. Dr. Dallinger provided an orientation to the Council of General Educations duties, distributing handouts including the membership and duties of CGE from the Faculty Senates Bylaws. After reviewing the duties of the Council, it was concluded by CGE that some revision of its duties as listed in the Bylaws was required; not all current duties are included, and some of those listed are out-of-date. The Council will review and revise the list of duties at a future meeting; Dr. Struthers asked the members to review the list with that in mind. Dr. Dallinger and Dr. Struthers agreed that a reminder should be sent to all faculty members teaching General Education courses this semester that each section of each Gen Ed course is to include a writing component. Dr. Struthers agreed to consult with Student Government Association (SGA) leaders about a student member for CGE; although the Council is supposed to have a student member appointed by SGA, it has not had one for some time. Dr. Struthers may also be able to identify a willing honors student to recommend to SGA in her capacity as Associate Director of the Centennial Honors College. Dr. Dallinger distributed a handout with information on adding courses to the General Education curriculum, including the current Request for Inclusion in General Education form, the Points to Consider form for the Multicultural and Cross-cultural Category, and the Guidelines and General Criteria for Inclusion of Courses in General Education Curriculum. Candy McLaughlin distributed copies of the 2010-2011 General Education Handbook to all members. Dr. Dallinger clarified that (a) and (b) on page 2 of the Request for Inclusion form refer to the General Education goals found on page 58 of the current Undergraduate Catalog, while (c) refers to the lettered category-specific objectives for General Education courses found on pages 58-61 of that catalog. The Council agreed that the Points to Consider document and the Guidelines and General Criteria document need to use consistent language. One the matter of frequency of offering of General Education courses, John Miller clarified that while departments were expected on the Request for Inclusion form to commit to offering each Gen Ed course at least every two years, under exceptional circumstances a department might fail to do so without losing the Gen Ed designation for that course. The Council was reminded that with the exception of the Multicultural category, all Gen Ed courses must be offered at the 100- or 200-level, and that all Gen Ed courses, whatever the category, are to have no more than one pre-requisite course. Candy McLaughlin suggested that a timeline for CGE duties be developed, so that the new leadership each year will know what needs to be done and when. The Council reviewed the Measurable Learning Outcome Statements for IS 325 (Global Social Networks) for goals 2 and 5. John Miller expressed concern about the plan to assess goal 5 in the Midterm Exam, and after some discussion, the Council agreed that this needed further explanation. Chairperson Struthers will invite a representative from the Computer Science and Information Systems Department to attend a future meeting to answer the Councils questions, since no representative was present at this meeting. Dr. Dallinger read the list of courses for which the Council still has no Measurable Learning Outcome Statements (MLOS). She will contact the relevant department chairs to remind them to get these submitted. She will also revise the MLOS form to remove the reference to Test 2 in section (a). Chairperson Struthers expressed her concerns about approving transfer courses for General Education credit. Dr. Dallinger suggested that she could bring the transfer requests to the Council as a whole or establish a subcommittee to review them. The Council will address this procedural issue at a future meeting.
